On October 17th, 1991, a group of ardent and interested fishermen got together for what was to be known as the First Inaugural Meeting of the Penang Angling Association (PMPP) at the Penang State Secretariat, Level 3, Komtar, Penang.

This meeting was chaired by Yang Arif Dato'Abdul Hamid. The following were also present at the Inaugural Meeting.

It was at this meeting that a unanimous decision was taken to form and register the Penang Angling Association (PMPP). Under the supervision of the Pro-Term Chairman, YA Dato'Hamid, Pro-term Advisor Ms. Pamela Ong was given the task to draw up the draft constitution and take steps to have the Association registered.

Professor Zainal Ghani was to produce the Association's Logo, whilst Mr. John Cardosa was to act as it's Pro-Term Hon. Secretary. The temporary registered address was Mr. Cardosa's private residence at NO. 11, Jalan 12, Cangkat Minded, 11700 Penang. Mr Quah Choon Hor was to act as the Pro-term Treasurer.

Other founding members were also assigned tasks to ensure that the PMPP took off smoothly. Another meeting was held on January the 16th, 1992 to cover the tasks assigned and matters arising towards the registration of PMPP. At this meeting it was decided that the next meeting was to be held after the official registration of the Association.

The Persatuan Memancing Pulau Pinang was officially registered on December 19th, 1992.
